Identification of areas for improvement to avoid delays in construction projects in Peru

Abstract

The construction industry is one of the main drivers of the economy in developing countries. In recent years in Peru, many projects have been implemented to close infrastructure gaps. However, many of these works experienced delays. The objective of this research is to identify the main causes of delays in public and private projects in Peru, based on the perception of the consultant, contractor and owner, in order to propose response strategies. Surveys were used to collect information from 57 experts, consisting of 16 consultants, 28 contractors and 13 owners, the causes were identified according to the index of importance, severity and frequency. In public projects, the main causes were found to be poor planning and scheduling of the contractor's project, difficulties in financing the contractor's project and delay in payment to the contractor; in private projects, poor planning and scheduling of the contractor's project, change of orders to the contractor and poor communication and coordination of the contractor; according to groups, in both public and private projects the main factor is related to the contractors, and contractors and owners tend to blame each other for the delays.
